Confirm that the bidding entity, name, identifiers, role, and proposed participation are consistent. Do not assume a general certification answers questions about licensing, responsiveness, responsibility, or the ability to perform a commercially useful function. When a prime relies on a certified subcontractor, both parties should understand the stated scope, price, staffing, records, and change controls before the commitment appears in a response.

  • Cite the controlling solicitation section and amendment version.
  • Name the person responsible for each declaration or attachment.
  • Reconcile subcontractor scope with the technical and pricing volumes.
  • Escalate ambiguous program language through approved channels.

Plan for changes and renewal

Assign an owner to monitor the official record and calendar any required maintenance or renewal action based on current DGS guidance. Changes in ownership, control, legal structure, address, size, or other eligibility facts may matter; use the program's instructions to determine what must be reported and when.

If status is pending, expired, or uncertain, describe it accurately in the bid decision. A Verify verdict may be appropriate when the official answer can arrive before the internal cutoff.
