Create separate buyer records even when the geography, service, or acronym looks similar. Preserve the government entity, department, portal, official identifier, contact, and document location. Registration with one does not establish registration, certification, or eligibility with the other.

Chase when the official event is current, portal and forms are accessible, hard gates are supported, and the team can deliver across the stated locations. Verify when a buyer answer or partner commitment can close a named gap. Pass when a mandatory activity was missed, local obligations are unsupported, or a pool opportunity has no credible path to profitable orders.
